New 115-Unit Affordable Rental Housing Complex Breaks Ground​

Wakeland Housing and Development Corporation and City Heights Community Development Corporation breaks ground on Cuatro at City Heights, a new 115-unit affordable rental housing project. The groundbreaking started with a Kumeyaay Land Acknowledgement, which is “a formal statement that recognizes and respects Indigenous Peoples as traditional stewards of a given geographic area and the enduring relationship that exists between Indigenous Peoples and their ancestral territories,” according to San Diego State University. Guests and speakers were then treated to samosas, warm beverages and coconut cake, a mariachi band, and a poetry reading. Mayor Todd Gloria, City Council President Sean Elo-Rivera, as well as Wakeland Housing CEO Rebecca Louie, gave speeches to commemorate the occasion.

Project Details

Located in San Diego, CA, Cuatro at City Heights will feature 115 units of affordable rentals/mixed-use units, along with two unrestricted manager’s units spread across four sites. “This transformative project for the neighborhood offers amenities such as laundry facilities, outdoor spaces, bicycle parking and more,” said Alexis Villanueva, President and CEO of City Heights CDC. “City Heights CDC will also provide on-site resident services. Proximity to its major transit centers and walkable resources mean that residents have both an affordable and accessible place to call home.” The projected cost of this development is $98 million and is expected to reach completion in fall of 2025.

Swinerton Management & Consulting (SMC) will, once again, represent Civic San Diego (a non-profit public benefit corporation created by the City of San Diego to engage in economic development, land use permitting and services, and project management services) in construction and loan monitoring for this development. The scope of work includes tracking and documenting construction progress, reviewing pay apps, approving change orders and providing monthly reports to Civic San Diego.
